County not filing charges after deadly horse accident

Berkeley County officials are not charging the owner of a horse that escaped Sunday night and was hit and killed by a car. Berkeley County Planning Director Eric Greenway, who speaks to the press on behalf of Berkeley County Animal Control, released a statement Tuesday afternoon saying the county finished its investigation and did not find any neglect on Dwight McCloud’s part. McCloud was charged with seven neglect-related citations after four of his horses on Old Dairy Road near Jedburg were nearly starved to death and one was burned and had a severe maggot infestation. In March, McCloud signed over two of the horses to LEARN Horse Rescue in Meggett, where the horses have since been recovering. McCloud was able to keep two of the horses in his possession. One of those horses got out under circumstances that have not been revealed. The horse was hit by a car around 9:45 p.m., according to the South Carolina Highway Patrol. “It appears from the investigation that the incident was purely accidental and was not the fault of Mr. McCloud’s failure to properly care or provide for the animal’s welfare,” Greenway said of Sunday’s accident.
