Storm to bring rain, wind

The 2013 hurricane season is beginning in earnest in the Lowcountry this week, as what is left of Tropical Storm Andrea is expected to create heavy rains and wind as it passes through South Carolina.
According to the National Weather Service, the storm will pass over the state in the early morning hours Friday, but its effects will be felt by as early as Thursday afternoon.  Wind gusts up to 40 mph could be felt Thursday night and into Friday.
The storm is making landfall near the Tampa area of Florida.
